  7. The way you talk about PL1 and PL2 is a bit confusing. Those are limits, not states. The CPU uses what it needs up to the power limit. How it works is that the CPU can consume up to PL2 as long as the average power consumption over a period defined by "tau" is still under PL1. When the average reaches PL1 the peak limit also drops to it.
